| The water
industry in the United Kingdom will follow the pattern of other utilties
in terms of developing secondary markets. Competition is beginning to develop
and stakeholders are preparing for it. The Government and the Regulators
want the water industry to follow the steps of electricity and gas, where
sophisticated markets have evolved in recent years. Once there is sufficient
clarity and standardisation in the assets traded between industry players,
there is no reason why financial instruments such as derivatives should
not emerge. As a result liquidity could soar and many interested parties
will begin to enter the market.
